I've been there and I'd say that as long as the weather's dry and there's no ice or snow on the steps, any comfortable flat shoe will do! But it's so steep, it does take a LOT of energy.

I went there in winter and the snowy backdrop and snow-covered temple was GORGEOUS. However, walking on the icy, already slick from the moss steps was not so fun. I've never had my life flash before my eyes so many times.
