Towa mentioned in a stream where she announced the team leaders and members of each team, that she personally assigned members for each team. She did so based on many factors, which also includes(if i am not wrong) having members from each branch in each team. I also assume having multilinguals in each team is important as well. If anything, the only one who could have rigged their own team is Towa, but she clearly did not. She tried to balance the teams, but did not expect the members of Subaru's team to be so good.
