Sir, Kgardungla pass used to be the highest pass some 25 years back but not any longer. Now it's 11th highest pass in the world . Chang la, Photila, Mana pass, Umlingla are some of the higher passes. Umlingla at 19300 ft is the highest pass in the world which is located in Ladakh. 2nd highest pass is in Bolivia @ 18950 ft

Renting a bike is easy in Leh. Got a Himalayan for 1800 rs -/ day. Talk to the rental guy and he will arrange permit. Just be very careful with rentals as they will harras you if you damage it.
