The easiest way to play like this would be having the cameras not track the player, binding the A to +left and D to +right so you turn with those instead of strafing, limiting the cl_pitchup and down to headshot level and then you’d be set, probably have a key bound to centerview or forcecenterview if that exists in case you’re stuck aiming up, otherwise this is very doable just takes a lot to set up.
maybe you can increase autoaim to just when you turn to an enemy there is a controller auto aim command in base half life 2 but I'm thinking it's glitchy and actually sticky it functions like ps2 half life 1 without a lock on button

My guess is that he used gmod. If you right click with the camera tool it places a tracking camera, and that would also explain the Gordon model.
