That's an air flow fence. It maintains airflow over the deck longer. Unless you are talking about the fence on top of and near the middle of the sponson deck. It's white. It is also for air flow management - lift over the deck and to push air upward in corners - reducing lift of that sponson.
A canard is a small wing that is forward of the main wing section. It is used to adjust air flow and attitude of the boat as it directs air above or below the boat. The Fuel gage in this video shows the amount of fuel going through the engine. The maximum amount of fuel the engine is allowed to consume is 4.2 Gallons Per Minute.
