The reason they have old designs on the cards is because this English set was a combination of two Japanese sets and one of the two was an event kind of throwback set.

The cards with re-used artwork is from the Japanese half set "Champion's Road" which is what half of this set is composed of. Champion's road payed homage to many iconic cards from the Neo era (2000-2002) and the original ex era (2003-2007). Some are completely identical to their old versions (TV Reporter, Sneasel, Scyther), while others are basically the same just adjusted to fit the power creep that has occurred over the past decade (Scizor GX does 80 instead of the 40 from the original version printed in Unseen Forces, Banette GX has a GX attack and its attack has a higher damage cap, Electrode GX has 190 hp which really doesn't matter since it is killing itself anyway due to crippling depression, etc). It may seem lazy at face value but it is only a sub-set of cards, and for newer players that never got to experience the cool cards from over a decade ago in competitive play, they now get to play with them which is pretty cool IMO. But yeah that's why you're getting deja-vu from some of the artwork.
Yeah, the Phanpy and Pupitar art were from the Neo sets way back when Gen II first came out. Steelix too. I recognized quite a few others as well. Kinda nice though, as someone who has just gotten back into collecting these very casually, it's nice to see stuff that is familiar and even nostalgic to me, and not just a bunch of new stuff I don't recognize. It's kind of like the next variation of the Evolutions set. It'd be killer if they reprinted any of the Gym Leader sets, I fucking LOVED those.

They will all be very viable (albeit at different levels; Magcargo and Shrine of Punishment are borderline broken while Swampert and Manectric are just really good) in the card game post-rotation (after the 2nd or 3rd of September) and will probably sell for good money, even non-holo

First of all that thing doesn't have a nose at all while mine takes up about 37% of my head Second we don't have jewels in our eyes but instead feature the monetary symbol of our country And third, they depicted us with arms?! Really??? Everybody know that we have world hugging tentacles. amateurs. At least they got the fangs and horns right.
This set is full of spiritual reprints (and in the case of trainers actual reprints) so they went with the same art to get people with the nostalgia, a la evolutions.
as someone who started playing pokemon in the years the sets these arts are reprinted from i cant express how happy it makes me to see them. its like some small percentage of how genwunners must have seen the evolutions set

One of the two JP sets for Celstial Storm was a reprint set. They're not just using the art they're slightly altered reprints.
