This war started out as the dumbest, most unnecessary war of this century, and if got more so each day for 3 and a half years. If this was a "normal" war, it would not have started or at least it would have ended one month later. But it's a proxy war so a 3rd party money man (NATO) is the decision maker. The decision maker is shedding no blood and funding the war with borrowed money and it is in no hurry to admit it made gigantic mistakes. A real debacle and tragedy for the people of Ukraine, but also for the people of Europe. Warmongers are in a deep hole and see escape only by digging deeper. Crazy times.

A major reason why Ukrainian units in and around Pokrovsk are reluctant to surrender and may want to negotiate surrender terms is their treatment of the residual civilian population of the city dudes. The local folk who refused to be evacuated by the Ukrainian authorities some time back are considered by the Ukrainian military as Russian sympathizers. Consequently some Ukrainian units and individuals have had no hesitation in using these "pro-Russian" civilians as human shields specifically to deter the Russian use of artillery and FABs and generally to make the Russian advance more difficult. Unfortunately for the surviving Ukrainians in the enclave the Russians know who these units and individuals are from surviving residents and are understandably unlikely to show them any mercy should they surrender. As the Good Book says buddies - you reap what you sow.
There are several considerations, to be sure. Russians do take war crimes seriously, and they will take the civilians’ allegations seriously.
Also, mercenaries are not entitled the same rights as Ukrainians in their country’s uniform. No one seems to be able to guess the number of mercenaries involved.
However, Russians have the capacity to offer medical care as well as to comply with international law regarding POWs. More importantly, the Russians have a history of doing so.
For those men who were impressed into service and sent to the front unprepared, surrender must be a dream by now.

This is a crude way to measure it because obviously there are other factors, like the quality of US weapons like air defense and satellite targeting and top commander participation. Russia has not fallen and instead advances against all this effort and support given to the largest army in Europe
You mention the quality of US weapon systems, and I think that people (regular people and policy makers alike) thought that they could get some US weapon systems and get US like results. It's just not that simple.

The front reports from both sides could hardly be more contradictory. While Russia announces the complete capture of Kupyansk and the almost complete capture of Pokrovsk, Ukraine reports the de facto reconquest of the areas around Kupyansk and the repulsion of Russian attempts to attack Pokrovsk. Once that door north of Pokrovsk is confirmed to have been closed the battle for the whole Pokrovsk agglomeration is as good as over and will likely be Russia's most successful victory in the whole SMO capturing hundreds if not thousands of Ukrainian soldiers. Also while there is doubtless much destruction it seems the Russians have been relying less on intensive urban warfare in this offensive so likely it won't take as long as usual to get Pokrovsk agglomeration up and running again. Even without that, Russians would be the world masters are rebuilding settlements by now.
