What I mean is that back many decades ago Northern Prussia (now the kaliningrad oblast) was offered to be merged to Lithuania, since Southern Prussia became a part of Poland for the first time after WW2. The Lithuanian Soviet government refused this plan since it was already filled with Russians and that would only rise geopolitical problems in the future. It was later offered to Poland too but they said the same. So it stayed a part of Russia till today.
