Can anyone figure out what cipher this is written in? I can tell it's supposed to say something; despite ostensibly being gibberish, the punctuation is still correct. All I've figured out so far is that it is not a Caesar cipher, nor an enigma machine.
the garbled text at 1:46:30 is using a Vigenère cipher with the first line "grubblegie" as the key/keyword just shifted, translates as below:
