He is so determined
Toby blackmailed Sullivan and made her return. Toby's mom was Marion Cavanaugh and they thought she committed suicide but A is trying to tell him she didn't. A blonde girl is responsible for it supposedly.

Sullivan's not his Mom. People were saying she was after season 3 ended but we know about his Mom now. His Mom officially committed suicide. They never say what happened to Sullivan.

I got all that from recent episodes except Toby blackmailing Sullivan. When do they say that? Sullivan told Aria and Emily and Hanna that their friend (Toby) convinced her to return.

So who was it that made Toby return to Rosewood? Was it Dr. Sullivan? Was she his Mom? They never talk about this in any episode, but in eppy 4x02, Toby finds out his Mom committed suicide. So that's Dr. Sullivan then?
