The Hands effect to summon isn't mandatory and it isn't determined whether or not they'll summon another Hand until the effect resolves. So Ice Hand activates, and when it resolves and destroys Vanity's you can then choose to summon Fire Hand.

Debunk only banishes the card it negates if that card is in the same place it activated in. So D.D. Crow would not be banished.
