Though some dwellings that are not exactly condominiums, like town houses, for example, are sometimes listed as condominiums on paper and can be purchased by foreigners. I thought perhaps because homes in a subdivision are part of a project, there may be some kind of exceptions to the general rule. That is all.
@nildarippon6676 I've heard of townhouses having the title of condominium from their inception. They were built with the title of condominium, and foreigners have been able to purchase them. Perhaps not common, but I've heard of it with multi-story townhouses.

Town houses nit allowed the foreigners to get the transfer of title, I have experience for that townhouses.
