Not sure if 28mm appeals to you, but Rules wise you could probably use Rebels & Patriots and I think the Perrys may have done some figures for this range, or possibly the Historicals Wargames Foundry.
Glad the game arrived safely, I've got Equatorial Clash but somehow it's not clicking yet, making a quick detour into another time period - Wattignies 1793 from Vae Victis 😁

That Carlist Wars book is very good. Figures wise it’s 15mm or 28mm. I’ve gone down the 15mm route with Stonewall Figures, in Cornwall
