Examples of Procedural language is C, Pascal etc.You can write functions but cannot create any classes so no encapsulation, inheritance etc. Java and C++ allow to create class/objects which can be modeled on real world.

assembly language is a low level language.But why not understand by computer directly.

Finally if you come down to basics, a computer can only understand 1s and 0s. Now whether you write in high level language on assembly language, everything needs to be converted to 1s and 0s only.
