Because there is apparent collusion by the responsible individuals in all important areas of internal checks, one cannot rely on the accounting controls established to prevent irregularities and fraud. Therefore, alternative check must be done, example, 3rd party confirmation, i.e. obtaining confirmations from all the relevant major countries to which gold is exported from Guyana. Also, money earned for such illegal exports would be invested in projects (like underbidding on contracts) at a loss to legitimize the deposits of the local earnings.
