Jibril knows Allah is the most forgiving. So he was afraid that Allah would even forgive pharaoh. But off course if Allah wanted to forgive him he would have done it regardless what jibril did.
Whether jibrael (as) put the mud in his mouth or not, the punishment had arrived and there was no use of repenting at that time. Repentance is before the punishment comes according to Quran (39:54)
This shows us that tho Angels are created without flaws they can still love and hate...and Jibreel our most beloved angel alayhi salam hated firawn a lot haha!
