The Wheelers were some crazy af characters in Return to Oz.
The Wheelers come from L. Frank Baum's crazy imagination, as he wrote about in his third book, Ozma of Oz. Return to Oz is pretty faithful to Ozma, with material from the second book The Marvelous Land of Oz. The John Neill illustrations in the original book show a somewhat different version. (Just type "Wheelers" and "Oz" into the Google search function to see these illustrations.
The "safety" bike, the one we know today, with two equal-sized wheels, was invented in the 1880's, a vast improvement over the "penny farthing" bike with the giant front wheel. The safety bike set off an unbelievable craze, the first real improvement in personal transportation since the wheel. (The craze was short-lived as the auto replaced it starting in the 1900's.) One of the new things this bike made possible were bike races. I think Baum must have seen one, with all the riders hunched over their bikes, and so blended man and machine in Ozma.
Human legs are longer than arms so for the actors to play the wheelers, their arms had to be extended. At the same time, the human head is attached to the spine at the bottom. Wheeler heads, like most four-legged animals, are attached at the back. This means the actors were basically facing down, not face forward. In the movie, they compensated for this with the masks on the top of their heads.
Also in Ozma, the Wheelers were the ones who scrawled the "Beware The Wheelers" as actually they were pretty harmless. They couldn't use stairs so they were easy to get away from. And since they had no brakes, if one came close, you could just push it away.
I spent so much effort trying to see what was happening I completely lost interest in wanting to see it.
