Barbara when in her Ult state changes all of her cards to ally's cards. When paired with only Flutterpage, all of the cards are always Flutterpage cards, allowing Flutterpage's windsong ult at the start of turn to essentially shoot out 6 attacks always. (I believe 6 is the hand size of a two character team)
No they do different things and windsong works differently and is still great, flutter also buffs the team through attacks so they do stuff quite differently but flutter page is like a baby windsong if u reall wanna compare them
