My city is rather hilly, so there's a lot of backyards that have a forested slope behind them. It is quite common for peoples to just rake their leaves into those areas.
I used to work in a landfill in TX, the far and away most often put in landfills by volume is lawn waste! Think how much we could save as a society by repurposing that instead of landfilling it.

I live in central NY .. yard debris is only allowed out on scheduled days and you leave everything in a pile on your curb .. they send out front-end loaders and dump trucks, to pick that stuff up. The loaders have 4 in one bucket that can grab the leaves. way better than this way in the video
See those woods right over there? If that's not someone's property, (hell, even if it is, ask them if you could), dig a rather large hole one time and then put all those leaves in there. Reason for the hole is so they don't blow all over. In a few years, those leaves will become rich soil. Rinse and repeat.
This homeowner either needs to get a burning permit or to buy his own trailer and haul his leaves to the dump himself. he's abusing his garbage service.

Where I live stuff like this goes to a composing landfill so they get composted and reused.
