Yes, they are mating. I have seen Rattlesnakes mate onece before - and it happened to be near the switchback on the fire road about halfway up on Pierson's ridge. It is VERY rare for a human to see rattlesnakes in the middle of mating. You are very fortunate to see this and be able to record it!

Those are two males fighting to see who gets to mate with a nearby female. Mating between a male and female snake looks totally different.
I think so. Or at least it was some sort of prelude to that.
Rattlesnakes are protected by the law. Why would you want to kill them? They are not doing anybody harm.
