After the Old Tales context, Ark’s decision is a bit understandable. Horrid memories of Anachiro are fresh, morals are low… It’s cruel decisions, but at least we can see why it was made (Goddess = constant reminder of the loss, nikke of their spec becoming corrupted or irregular can spell doom to the arc, the threat of Rapture Queen looming). And before anyone says anything about “they were saved from humanity’s greed, c. gov would dissect them for tech”: they are government. The Nikke project is government-funded. They have all the documentation and technology. Ark just lacks resources to create such high-spec units (and is afraid to do so).

During this whole scene, the part where Dorothy said "isn't it obvious!?" hurts me. When her expression darkened, as Oswald said, her program kicked in, they can't fight back. Same could be said for the rest. While it could just be them not jeopardizing the whole thing and letting mankind's last safe haven be, you know that its also their hardwiring actually being used against them. It feels wrong and frustrating. It also correlates to the incident of the ark elevator that was blown up by Nikkes trying to escape the Ark.
Honestly, I have the same thoughts as Dorothy, I want to make Ark feel painful revenge for their betrayal. But on the other hand, I also understand Snow White's thoughts, the fact that they have saved Humanity cannot be denied, and if they do something that can make Humanity Extinct, wouldn't that make their goal of being Volunteers, Being made NIKKE, and their struggle all this time will be in vain? In a situation like this, it is very difficult to make a decision. Humanity wouldn’t have to retreat underground and build the Ark and Oswald wouldn’t have had to deliver such a horrible decision to leave them outside to his heroes. Bruh you can't say that.. it's not that you are wrong but you're also not correct either. Everyone have their own reasons becoming Nikke, She fight for a safe place where everyone is happy and it's not like she is the only one. She want to feel needed and recognize by humanity, money and fame is not the big reasons. The main reason she is broken is bcus of Pinne. She can't fulfill her promise to her, when Oswald (Govt.) denied their entry Doro only thought of only letting atleast Pinne to enter. She not only think for herself but everyone who fought with her.
Basically she just wanted a "reward" for all the pain she's gone through. Liliweiss, Red Hood, Pinne. Losing many closed ones for a cause and in the end the cause failed you, was what made her so angry and felt betrayed
