Just think of this as an alternate version of Claude, one where he is more sadistic and evil than the other one. GTA 2 takes place in "Anywhere city", meanwhile GTA 3 takes place in Liberty City. The year GTA 2 is set is not specified but they said it's either 1999 or 2013, we all know GTA 3 takes place in 2003. This Claude got shot 3 times and died, The other one still lives.

unfortunately the plots of the older gta games are almost totally forgotten, this is due to the fact that nothing is explained unless you play the whole game, and the dialogues in these games are not voice often, and on the rare occasion that there is an actual cutscene, the language used is outdated british slang from the 90's that people dont really understand in 2022. gta 2 was sort of just about coming to a city, working for a bunch of gangs and trying to avoid being executed by the gang that you steal drugs from "zaimbatzu" i think its called.
