There are some scripts or docker containers to control the speed according with the temperature. You can get it from idrac or you can link with a sensor via home assistant. Poweredges are notorious to crank up the speed when detects non dell pcie peripherals, specially graphic cards
The instructions for memory population are on the underneath of the top plate on my server, maybe your one is different. High fan speed without doing updates and third party fixes is due to non dell components
I knew the non-Dell components were the reason for the high fan speed. I guess I did not see full instructions for memory installation on the top plate.

I also have never gotten the iDRAC to work in this system. If I could, I would definitely try the scripts.
I have the same problem with my dell server. It’s noisy as all get out.
