Hi Ratna - first I would use the COBIT 2019 Design Factors to design not only a tailored governance system, but to allow you the opportunity to determine a proper audit scope. This information is in the COBIT 2019 Design Guide. Then go to each of the objectives that you identified during this effort. In each of the objectives, go to the process component. Each of the activities will identify the appropriate levels. For more guidance on how to actually conduct the assessment, look at CMMI or the COBIT5 Process Assessment Model.
