In India this situation becomes worse due to two distinct reasons. 1) overpopulation, so any popular destination quickly gets swamped. 2) Our population inherently lacks any civic sense or manners like public cleanliness, noise discipline etc.
i have personaly seen the outrageous behaviour of some drunken louts from delhi who were creating a scene in bagga and some time back a family was caught trying to steal some expensive items from the hotel room and guess were the family was from you got it right delhi i am from mumbai and i have being a regular visitor to goa the past 40 yrs never seen the locals misbehave with tourists one reason why goa has remained the no 1 tourist destination both for indian and foreign tourist is because of the very tourist friendly people of goa

The incidents you have mentioned are criminal activities and must be taken cognizance of as such. By asserting that the people are from x city or y bears no consequence on the law.
It's unfair to taint ANY group or any location because of the behaviour of the few anywhere. The issue is about enforcing the law rigorously and fairly on ALL. Visitors of course MUST behave properly, no matter where they're from .whether on exclusive ship cruises or on beaches!

As a Bengalurian, I agree. The outsiders are the bullies who shame us for speaking Kannada, and call us backward for going to the temple instead of hanging out in a pub or bar. The outsiders are the ones who throw garbage on the street - because every local Bengalurian cleans their home's exterior and puts rangoli on the street early in the morning and the trash is picked up by 8:00am. The outsiders drive their loud motorbikes at 2:00AM while localites are sleeping in their homes with families.

Problem is some Delhiwalas, North Indians, even some chapris from Mumbai come to Goa only to drink, drive and create heavoc. They don't come to enjoy the nature, architecture, language, cusine,local family life , arts etc

Creating barriers to movement backed by rationale like environmental issues, resources deficit, communal issues have always been constitutional and taken in welfare interest of groups. One cannot go and settle in NE which was taken as per the interest of the indigenous people. One cannot even go near sentinel Island which is to protect the sentinel ppl. Movement can be curbed. And Fundamental Rights as per Constitution are not sacrosanct or permanent or absolute. Courts can restrict or impose certain reasonable restrictions in view of welfare of people. This is also given in the Constitution. Hence, one needs Inner Line Permit to enter Mizoram, Arunachal, Nagaland etc.
These dictats would mean People won’t be able to move . People won’t be able to travel . Further filtering of the issues would mean Goans not allowed in Maharashtra or Karnataka. Mumbai is full of Goans too . Should they be packed off to their pristine villages by the Maha Ghatis as the Goans would love to call them ? The need of the hour is to educate the tourists and more so for the Goans to remove the malice towards their brethren from other states of India . All said and done, goa does not have a healthy public transport system. the local buses are barely available. Then goa-miles cabs are not even allowed to pickup from areas in north goa. While goa-miles is a company staffed by localites. If Posh and wealthy settlers are coming to goa, it’s goams who are selling the properties and land to the highest bidder, then oater complain that the buyers are harming goan life. When they see someone is a tourist , they charge ₹2 for a ₹1 match box. Goans take tourists for granted and exploit them as much as tourists are a menace to the goan ecosystem. Even in beaches, you can but beers from shacks, but you cannot drop it in the dustbin of another shack. The scooty and car rentals are a big source of issues. One of my friend got a scooty without a brake in the rear-wheel.

In Goa the taxi mafia has completely decimated their transportation system, internet connectivity is decent in some high footfall locations whilst a huge problem everywhere else, their education system hasn't changed for decades, they never diversified their economy or built decent infrastructure even for their own people over the years, it isn't even the largest cashew producing state (that's maha and Kerala) , and experiences massive brain drain every year. Goans have allowed goa to crumble and so within the larger context of self-imposed economic decline dunking on North Indian tourists seems a bit self-righteous, they seem like an easy target. You'd think that if 45% of your jobs come from tourism Goa would place dustbins everywhere in the state? But no! Goans are the first to complain and the last to take responsibility. Yes! Some tourists can be problematic but there are states with higher tourism rate and they simply don't complain as much. Better plan vacations to places that are cheaper and provide better services, Goans want to charge first world rates for third class experiences. No thank you!
As goan i agree with ur most points but outsiders and tourist do create law problems many times as v seen recently.we have heard news that north india tourist under alcohol influence abuse locals,taxi drivers and even cause many accidents. whereas those who come to work,mostly labourers have been found to be involved in crimes like murder.look i accept goa is suffering from corruption bad roads but its a small sate and overcrowding such smal state can put lot of burden on its infrastructure and local people who are peace loving and when you create havoc by drinking and driving and abuses locals wont entertain or accept it. i aacept goa has many problem so dont come here and increase it.if u find a better place than goa you are free to spend time there,noone is forcing u to visit goa.

Is anyone ever going to hold the State or central Government accountable, instead of this frankly nauseating insider-outsider rhetoric and demonisation? As a settler yourself, why don't you take this up Karanjeet? Like any major tourist destination globally, the local Government ought to build its capacity and use whatever means necessary to ensure that such issues are solved, or preempted. A considerably scaled effort to clean the beaches by the state Government would solve this Calangute problem. So would biting the bullet that the infrastructure needs to be upgraded in the entire Sinquerim to Chapora stretch, considering that it hosts the vast majority of tourists. Tourists do come to let their hair down and certainly not be lectured, and unless the Government plans to interview tourists before they're allowed to enter the state, its the job of the strategic planners to ensure that tourism's footprint is minimised, rather than just plain cribbing about it. Same goes for the Parra stretch. It obviously needs to be widened a bit and given the reality that it has become an attraction, maybe a small park or Garden or even a wide footpath can be built beside the road, so that people can get off the road and have their pictures. Anything other than this insider-outsider lecturing and praying would actually work. These are not intractable problems that cannot be solved if the Government does something constructive about it.

As a fourth generation Goan from a relatively educated and upper class family that has migrated into Madhya Pradesh and has been assimilated there and has recently been trying to reconnect with her roots, I concur 100% with what you have said. I'm from neighbouring Konkan in Maharashtra. There's a lot of talk about developing it as a tourist hub. But I pray to our planners to learn from Goa. Konkan should never become another Goa.

I totally agree with you, they come in busses cooks besides the road and after eating leave all disposable plates and plastic glasses on that spot. Once I caught two busses from Andra Pradesh and made them to clean the area before they leave that spot.
i have been to goa several times. straight to our kuldevi in ponda from the airport and back. for rest i use the temple ashram or nearby hotel if required. I very rarely went to the beach or other tourist spot. the tourist behaviour, both indians and foreigners cringed me out. You also live in Goa and feel invaded by tourists or ill mannered people around your neighbourhood. How should a Native Goan feel growing up freely in their neighbourhood,visiting seashore with friends during school holidays or otherwise but now there is not a single place to walk peacefully in your own neighbourhood ?. In Goa before 1985 there were no murders ,begging,rapes and unruly people. We lived in clean Goa with peace and harmony. A person from Delhi or Gujurat is not Delhite and Gujurati?. If Goans call a person an Outsider who is settled in Goa is wrong and why?. I had my school mates from Karnataka and Kerala settled soon after Goa's Invasion by Indian army and there was never ever a slight differences or a problem because they accepted our tradition,culture and way of life. Regrettably today some of the settlers don't behave or even think they should impose their tradition,culture,nasty habits etc on Goans,perhaps they think money talks. Don't get offended by reality and if you respect Natives then they would respect you more.

Over d years with d literally massive migrant labour coming down in hordes from uncivilised lands have lead to mass scale record tamperings in IDs viz Aadhar, PAN, Land, etc to encroach on unused fields & houses with owners abroad & construct illegally who then turn to rob, kill & spread fear. It is a clash of culture unseen & unexperiences by Non Goans with d Portugues cultured Goan, d hindu, d muslim, d christian. Goans too hv migrated all over India & abroad, but they do not behave to turn nuisance to others. One can find ppl drinking in public, fallen on d roads, urinating, defecting, spitting red pan all over, throwing garbage & liquor bottles all over in fields, rivers, roads etc. Those working on d Rly Stns, Airports, Casinos, Sulabh Sauchalayas etc r all non-konkani speaking outsiders. They hv even got Govt jobs reserved for STs by showing themselves as local Tribes on fake IDs. They also go to d extent of a mass changing of names in d Gazette which can b seen daily in any Newspaper Advt and claim themselves as locals staying there since decades to claim illegal land. There has to b some strict control for ppl coming in to purchase, construct, transfer land, jobs etc in this tiny land. All d possible shops/shacks in d Markets/beaches r presently owned by outsiders whose behaviour highly uncultured, unpleasant, & dishonest leading mass scale flesh & drug trade with d Political blessing. Just for tourist culture one need not hv Casinos for d domestic tourists whose religion/culture disallows it, so for who is it for. An example of d BJP MP Shina NC a non Goan who has constructed a massive bungalow on ASI protected church property in Old Goa, and despite Panchayat & Court demolition orders, still stands due to political support. Huge Communidade land r illegally encroached by migrants & constructing pucca houses with all d possible connections viz electricity, water, gas, subsidies etc on fake IDs thro Political involvement. There a lots of decent families who want to visit Goa for vacations but do no visit Goa because of bad public transport and rickshaws and taxis not using meters. That is why you have many rich tourists who come with their vehicles or rent vehicles and create a nuisance and litter the place. If Goa wants tourism to help the economy then first get the transport system sorted out. Make all rickshaws and taxis strictly use meters. I have been to Goa and wanted to explore some places in the south of Goa but couldn't because the public transport shuts by 7:30 pm.

It's the Indian mindset. Heck I'm from the NE and there are lots of Biharis and Bengalis over here. They tend to segregate even amongst themselves, with the Biharis living together separately and likewise with the Bengalis. Most Biharis don't even bother to learn the local language and expect everyone to speak hindi. In Karbi Anglong, a group of Biharis deleted a local karbi man when they were asked to vacate a plot of land they occupied illegally, leading to chaos. I noticed the same thing among indians outside india in countries like the Philippines, Singapore where indian dominated localities are the dirtiest.

Budget tourists are messing up the place at Calangute.. Truck loads come & start cooking around , even by road side... Beer bottles are strewn all over crushed by motorists, broken on beach side causing cuts to other tourists.. 😢loud music played disturbing the residents.. Drink & vomit very sickening.. Now goans too are not very hospitable like before.. 😢😢.

In addition to tourists paying extra taxes, all the businesses that are NOT OWNED BY the Local residents need to pay taxes to help fund programs that will help improve the lives of local villagers. The outsiders who are settlers soon become colonizers who spew hatred on localites. Mumbai people owning businesses / property in Goa are OUTSIDERS. Bengaluru people owning businesses / property in Goa are OUTSIDERS. Delhi people owning businesses / property in Goa are OUTSIDERS. Dubai people owning businesses / property in Goa are foreign settlers All non-Indians owning businesses / property in Goa are foreign settlers Multi-national corporations operating in Goa are also outsiders NGOs operating in Goa are also outsiders All of them MUST pay more taxes to reduce planned poverty in India. Every Hotel in Europe has a tourist tax to be paid on arrival, so it is not an issue. What is different here is the fact that the panchayat is checking your hotel booking before you enter, no doubt difficult because, you may be staying with your relative in Benaulim and visiting Calanugte. Maybe it would be a better idea to charge every tourist entering Goa a tax and hope that the money is used for infrastructure to keep Goa clean. Conversely as happened in the pandemic, tourist preferred to apy a fine and not wear a mask, here they may assume it is a license to throw garbage as they have paid for the clean up. What goans dislike is the culture of corruption is being brought from outside to Goa, pay authorities and take whatever you wish even if it is illegal.
Good initiative, if it is not discriminatory against Indians. I’m saying this because I’ve noticed some really weird things done by some local restaurant owners by the beach. Some of them sell and do drugs with foreigners , especially Russians. Also, every city has issues, big issues! Goa isn’t alone. Glad people are stepping up take care of them.
Same with littering in himachal Pradesh and uttarakhand, in mountain areas you will see patches where Indian tourists have littered plastic cups and other rubbish ruining the scenery. Honestly we need the money from these additional taxes to pay for keeping Goa sustainable so that future generations can also enjoy our state. Bali also has a tourist tax. It’s not because we despise tourists but because we understand the importance of sustaining the cash cow. Goa is also doing the same simply because we have to do so to clean the beaches and ensure a certain level of law and order is maintained. All kinds of tourists come right from the wealthy to people coming to Goa on their first holiday. All are welcome but paying this tax is purely survival. Law and order will be necessary long term as well to ensure Goa continues to have the high level of safety it has to prevent lawlessness. Costa Rica was highly sought after but lawlessness ruined a beautiful place. Goa needs to maintain a balancing act of having a certain level of freedom where the illicit stuff happens with some supervision but also ensure death and injury to life is mitigated like Thailand. In short, it’s not because we hate but because we understand it’s in our interest to do so.

1) overpopulation, so any popular destination quickly gets swamped.
2) Our population inherently lacks any civic sense or manners like public cleanliness, noise discipline etc.
i have personaly seen the outrageous behaviour of some drunken louts from delhi who were creating a scene in bagga and some time back a family was caught trying to steal some expensive items from the hotel room and guess were the family was from you got it right delhi i am from mumbai and i have being a regular visitor to goa the past 40 yrs never seen the locals misbehave with tourists one reason why goa has remained the no 1 tourist destination both for indian and foreign tourist is because of the very tourist friendly people of goa

The incidents you have mentioned are criminal activities and must be taken cognizance of as such. By asserting that the people are from x city or y bears no consequence on the law.

As a Bengalurian, I agree. The outsiders are the bullies who shame us for speaking Kannada, and call us backward for going to the temple instead of hanging out in a pub or bar. The outsiders are the ones who throw garbage on the street - because every local Bengalurian cleans their home's exterior and puts rangoli on the street early in the morning and the trash is picked up by 8:00am. The outsiders drive their loud motorbikes at 2:00AM while localites are sleeping in their homes with families.

All said and done, goa does not have a healthy public transport system. the local buses are barely available. Then goa-miles cabs are not even allowed to pickup from areas in north goa. While goa-miles is a company staffed by localites. If Posh and wealthy settlers are coming to goa, it’s goams who are selling the properties and land to the highest bidder, then oater complain that the buyers are harming goan life. When they see someone is a tourist , they charge ₹2 for a ₹1 match box. Goans take tourists for granted and exploit them as much as tourists are a menace to the goan ecosystem. Even in beaches, you can but beers from shacks, but you cannot drop it in the dustbin of another shack. The scooty and car rentals are a big source of issues. One of my friend got a scooty without a brake in the rear-wheel.

In Goa the taxi mafia has completely decimated their transportation system, internet connectivity is decent in some high footfall locations whilst a huge problem everywhere else, their education system hasn't changed for decades, they never diversified their economy or built decent infrastructure even for their own people over the years, it isn't even the largest cashew producing state (that's maha and Kerala) , and experiences massive brain drain every year. Goans have allowed goa to crumble and so within the larger context of self-imposed economic decline dunking on North Indian tourists seems a bit self-righteous, they seem like an easy target. You'd think that if 45% of your jobs come from tourism Goa would place dustbins everywhere in the state? But no! Goans are the first to complain and the last to take responsibility. Yes! Some tourists can be problematic but there are states with higher tourism rate and they simply don't complain as much. Better plan vacations to places that are cheaper and provide better services, Goans want to charge first world rates for third class experiences. No thank you!

Like any major tourist destination globally, the local Government ought to build its capacity and use whatever means necessary to ensure that such issues are solved, or preempted.
A considerably scaled effort to clean the beaches by the state Government would solve this Calangute problem.
So would biting the bullet that the infrastructure needs to be upgraded in the entire Sinquerim to Chapora stretch, considering that it hosts the vast majority of tourists.
Tourists do come to let their hair down and certainly not be lectured, and unless the Government plans to interview tourists before they're allowed to enter the state, its the job of the strategic planners to ensure that tourism's footprint is minimised, rather than just plain cribbing about it.
Same goes for the Parra stretch. It obviously needs to be widened a bit and given the reality that it has become an attraction, maybe a small park or Garden or even a wide footpath can be built beside the road, so that people can get off the road and have their pictures.
Anything other than this insider-outsider lecturing and praying would actually work.
These are not intractable problems that cannot be solved if the Government does something constructive about it.

i have been to goa several times. straight to our kuldevi in ponda from the airport and back. for rest i use the temple ashram or nearby hotel if required. I very rarely went to the beach or other tourist spot. the tourist behaviour, both indians and foreigners cringed me out. Littering, blocking roads, no civic or road sense, Noisy domestic tourists is a mere tip of d ice-berg. Over d years with d literally massive migrant labour coming down in hordes from uncivilised lands have lead to mass scale record tamperings in IDs viz Aadhar, PAN, Land, etc to encroach on unused fields & houses with owners abroad & construct illegally who then turn to rob, kill & spread fear. It is a clash of culture unseen & unexperiences by Non Goans with d Portugues cultured Goan, d hindu, d muslim, d christian. Goans too hv migrated all over India & abroad, but they do not behave to turn nuisance to others. One can find ppl drinking in public, fallen on d roads, urinating, defecting, spitting red pan all over, throwing garbage & liquor bottles all over in fields, rivers, roads etc. Those working on d Rly Stns, Airports, Casinos, Sulabh Sauchalayas etc r all non-konkani speaking outsiders. They hv even got Govt jobs reserved for STs by showing themselves as local Tribes on fake IDs. They also go to d extent of a mass changing of names in d Gazette which can b seen daily in any Newspaper Advt and claim themselves as locals staying there since decades to claim illegal land. There has to b some strict control for ppl coming in to purchase, construct, transfer land, jobs etc in this tiny land. All d possible shops/shacks in d Markets/beaches r presently owned by outsiders whose behaviour highly uncultured, unpleasant, & dishonest leading mass scale flesh & drug trade with d Political blessing. Just for tourist culture one need not hv Casinos for d domestic tourists whose religion/culture disallows it, so for who is it for. An example of d BJP MP Shina NC a non Goan who has constructed a massive bungalow on ASI protected church property in Old Goa, and despite Panchayat & Court demolition orders, still stands due to political support. Huge Communidade land r illegally encroached by migrants & constructing pucca houses with all d possible connections viz electricity, water, gas, subsidies etc on fake IDs thro Political involvement. With d host of problems faced by d indigenous goan, d resentment is not new, but Goa is indeed literally sitting on gun powder & could explode any time to turn into another J&K, Punjab, NE, Bastar etc. One has to literally lock one's self in one's own house to stay safe from such dangerous drunk desperado louts roaming d roads all night & day who hv made my beautiful Goa dirty & unsafe & uncultured. Visitors r all welcome, but if one does not want to respect d laws & culture of d land, then such r not wanted here or in any civilised lands abroad. For d mess in Goa, it is d Poitician at all levels solely to blame as they have all sold their souls to d head of d devils, Luicifer.

There a lots of decent families who want to visit Goa for vacations but do no visit Goa because of bad public transport and rickshaws and taxis not using meters. That is why you have many rich tourists who come with their vehicles or rent vehicles and create a nuisance and litter the place. If Goa wants tourism to help the economy then first get the transport system sorted out. Make all rickshaws and taxis strictly use meters. I have been to Goa and wanted to explore some places in the south of Goa but couldn't because the public transport shuts by 7:30 pm.

There is a history behind cultural behaviours-People from North are loud,brash etc because of more than a thousand years of wars,migration,partition and immigration while people south of Vindhyas are always resentful of outsiders because they have remained comparatively insulted-the hate towards outsiders is not unique to Goa-see the comment section in any video regarding Bangalore/Kannada,mumbai/Marathi,chennai/Tamil and the constant hostility is seen towards outsiders.by the way Agra,jaipur,delhi have more tourists every year than Goa but never heard of them cribbing about tourists.Anyways in the global economy that we are headed towards no local community anywhere in the world is going to remain in majority in their own state-look at UAE-local population is less than 10% of the population.But yes Goa has a right to make laws to protect the public places !
It's the Indian mindset. Heck I'm from the NE and there are lots of Biharis and Bengalis over here. They tend to segregate even amongst themselves, with the Biharis living together separately and likewise with the Bengalis. Most Biharis don't even bother to learn the local language and expect everyone to speak hindi. In Karbi Anglong, a group of Biharis deleted a local karbi man when they were asked to vacate a plot of land they occupied illegally, leading to chaos.
I noticed the same thing among indians outside india in countries like the Philippines, Singapore where indian dominated localities are the dirtiest.
UP, bihari , haryanvi and delhi tourists create problem everywhere specially men as they think they could do everything anywhere just becoz they are born as men .......littering, openly peeing, shouting, hooliganism etc
Whole india is fed up of these people and these people are unstoppable becoz of their high no of population

Budget tourists are messing up the place at Calangute.. Truck loads come & start cooking around , even by road side... Beer bottles are strewn all over crushed by motorists, broken on beach side causing cuts to other tourists.. 😢loud music played disturbing the residents.. Drink & vomit very sickening.. Now goans too are not very hospitable like before.. 😢😢.
Me who lives in small village in maharashtra was surprised to see biharis here. They travel in group and watch woman like snack we are just waiting for ek galti fir unki

Well done Joseph Sequeira, Sarpanch of Calangute. That sarpanch is taking care of the common people / working class people living in that village. In addition to tourists paying extra taxes, all the businesses that are NOT OWNED BY the Local residents need to pay taxes to help fund programs that will help improve the lives of local villagers. The outsiders who are settlers soon become colonizers who spew hatred on localites.
Mumbai people owning businesses / property in Goa are OUTSIDERS.
Bengaluru people owning businesses / property in Goa are OUTSIDERS.
Delhi people owning businesses / property in Goa are OUTSIDERS.
Dubai people owning businesses / property in Goa are foreign settlers
All non-Indians owning businesses / property in Goa are foreign settlers
Multi-national corporations operating in Goa are also outsiders
NGOs operating in Goa are also outsiders
All of them MUST pay more taxes to reduce planned poverty in India.
All the states of India who have foreign / outsider tourists must do this and the funds should go to help pay to improve local communities - such as free education, free transportation, free internet, free libraries etc.
Every Hotel in Europe has a tourist tax to be paid on arrival, so it is not an issue. What is different here is the fact that the panchayat is checking your hotel booking before you enter, no doubt difficult because, you may be staying with your relative in Benaulim and visiting Calanugte. Maybe it would be a better idea to charge every tourist entering Goa a tax and hope that the money is used for infrastructure to keep Goa clean. Conversely as happened in the pandemic, tourist preferred to apy a fine and not wear a mask, here they may assume it is a license to throw garbage as they have paid for the clean up. What goans dislike is the culture of corruption is being brought from outside to Goa, pay authorities and take whatever you wish even if it is illegal.

Good initiative, if it is not discriminatory against Indians. I’m saying this because I’ve noticed some really weird things done by some local restaurant owners by the beach. Some of them sell and do drugs with foreigners , especially Russians. Also, every city has issues, big issues! Goa isn’t alone. Glad people are stepping up take care of them.
Same with littering in himachal Pradesh and uttarakhand, in mountain areas you will see patches where Indian tourists have littered plastic cups and other rubbish ruining the scenery. This is a countrywide issue, anti-littering, garbage disposal, sanitation and recycling should be thought in schools from a young age!!!!!

We are well behaved tourists abroad and masters in littering our tourist spots
Honestly we need the money from these additional taxes to pay for keeping Goa sustainable so that future generations can also enjoy our state. Bali also has a tourist tax. It’s not because we despise tourists but because we understand the importance of sustaining the cash cow. Goa is also doing the same simply because we have to do so to clean the beaches and ensure a certain level of law and order is maintained. All kinds of tourists come right from the wealthy to people coming to Goa on their first holiday. All are welcome but paying this tax is purely survival.
Law and order will be necessary long term as well to ensure Goa continues to have the high level of safety it has to prevent lawlessness. Costa Rica was highly sought after but lawlessness ruined a beautiful place. Goa needs to maintain a balancing act of having a certain level of freedom where the illicit stuff happens with some supervision but also ensure death and injury to life is mitigated like Thailand.
In short, it’s not because we hate but because we understand it’s in our interest to do so.
