As for others who were vtubers, it's possible that it's company policy, so that the girls can't use their new personas to advertise for their old personas and get extra revenue from their "product?" Or perhaps it's for the sake of audience immersion? You never know what controversies their old personas might have had too, and they'd probably want to play it safe and not drag that into this scene as well. And of course, for the sake of fairness, they'll make it a requirement for everyone. Suisei was not so popular (something like 3k subs I think), plus they made some changes for her, and basically just adopted her entire personality/model/persona as is because she more or less fit in with INNK at the time and Hololive was relatively new so Cover still probably had nothing set in stone.
