I caught mine on the West side of the island during the midday peak and NORTH wind (driving South). I followed Gaming Harry’s video. He struggled mightily with this mission too, but caught it after a few runs in this location. I got lucky and caught it on my first run at the same spot he did.

Im on this mission for 19 in game days. Have bo luck so far. Cought 7 unis and all undersize. ,😅
I spent a lot of time chasing it as well. I wish I could go back but there's no way I'm spending another 60 to get back in there.
