Walekumsalam. OTB is usually arranged by the travel agent who issues the ticket. For some airlines it is not required, for example Serene. Please ask the travel agent who has issued you flight tickets to confirm if you need OTC to travel through that airline.

Package varies for every person as it depends on many other things, like number of days, places to visit, kind of accomodation, other expenses etc. To give you some idea, only visa, ticket and hotel accomodation (for 7 days) may cost around Rs. 250k to Rs. 275k.
Dear Imran, if you have sticker visa on your passport then you may not need OTB, if it is e-visa than you may need it, pls call and check it from the airline you are travelling with and ask the reason for not needing an OTB. According to UAE travel guidelines "It is actually a pre-requisite manded by the airlines and not the UAE Immigiration. It's applicable to all visitors travelling (on a new work visa or a Dubai tourist visa) to any of the emirates of the UAE. Every airline that flies to UAE requires OTB. In response to confirmation given to you by the airline, i will suggest you to please be at the airport atleast 3hrs before the flight to manage any issue if arises.
