It also looked different based on perspective on ground level. Some buildings blocked the smoke so I thoughtt it was a tower shining green light across the sky. Like a lighthouse. Probably the most odd, but it didnt seem like it was moving likely with the car

At first it looked really odd.
This clearly shows it was something left behind from rocket.
I wouldn't think a satellite would be dropped off so soon?
