The last time I checked Winnipeg was in the province of Manitoba. And so the city and the province’s Justice Minister need to deal with this issue. So this “mess” is entirely the fault of city police, the Mayor and those who govern that city.

There used to be a 7-11 here in northern BC that wouldn't open the doors after a certain time. All orders were made and served throu a small window, like the old pick-up widows at drive-in restaurants of yesteryear. They could even put in one of those pass through windows like Silence of the Lambs. Cheaper than insurance and major theft, comparaty.
