The most advisable course of action is for Researcher Talloran, believed to be the focal point of SCP 3999, to remove himself from contact with all Foundation sites and personnel to avoid further collateral damage to Foundation property. What makes this chilling, aside from a metaphysical perspective, is that us, the listeners, writers, speakers and enthusiasts, are 3999. We continuously push ourselves to create something that the Platform would accept as a document. LordStoneFish, the original author, admitted that this article was his swan song for the site, racking his brain with numerous possibilities.
When Talloran killed the entity, he went down with it, and no one knows about it because he simply "wanted it". In a way, we aren't all that too far of from what once was 3999. In short, we are all instances of 3999. This entity was just the first to go.
We aren't SCP-3999, SCP-3999 is specifically used for the entity that tortured Vallorant. The SCP universe is created by humans, we also bending their universe in order to create something but unlike SCP-3999, we don't stick with a single character in every story we make, we are SCP-001-The Database

I think that 3999 is a metaphor for a struggling horror writer constantly trying to one-up themselves by making things worse and worse, but the standards for horror (in the scp community) have risen so far that he just can't do it so he struggles endlessly getting more exaggerated in his description of the horror as he goes.
Oh it is, the writer LordStoneFish became so obsessed with SCP and the site that it took over his entire life and practically destroyed his mental health. He had to take a long break from SCP after he wrote this article. Apparently he was analyzing every SCP for faults, getting involved in political arguments on the forums, ignoring his studies, etc. and only every thinking of Talloran and what he could get into.
It got to the point where he had what sounds like a particularly horrible sleep paralysis episode and soiled his bed.
I understand all of that pretty well. I get obsessed like that too sometimes. Sometimes you gotta go outside and look at the birds. Looking at the birds or the stars or something else that isn't affected by your problems and you feel like your problems aren't important in the grand scheme of things.
Since then it seems LordStoneFish has recovered and he got a good story out of it. After the sleep paralysis dream he had, he wrote like 80% of the article in one sitting. 10% is just dedicated to him explaining what his obsession did to him irl. The last part explains the aftermath of SCP-3999 now being considered neutralized.

@@Batchall_Accepted From what I got from it it seems like scp 3999 was some sort of author that was trying to write a story about Dr. Talloran and through its stories was rewriting the reality in which the foundation and Talloran existed in, but to Talloran he was being tortured with his reality changing around him for millions of years but to the perspective of scp 3999 it was only weeks or months, and since scp 3999 bonded with Talloran by using his character, Talloran also bonded with 3999, and Talloran was eventually able to fight back against 3999 using the same reality bending powers that 3999 had, so the excerpt starts from the perspective of 3999, the author trying to write different stories using Talloran(Notice how all of the stories have something bad happening to Talloran aka the torture) and the "dream" of 3999 was Talloran and the 40 other Tallorans finally confronting 3999 and subduing it, with the slashing with the knife on both Talloran and 3999 being the suicide that kills them both, and resets the foundation and Talloran's reality back to normal as 3999's reality changing powers stopped the moment it died, as it cannot write anymore stories, and all the existing stories stop, stopping its influence. The "Eleven Day Empire" refers to a Doctor Who paradox, but I cannot remember it well enough to explain it, but im guessing it refers to how Talloran and scp 3999 bonded and became one another. Also, the final quote where it says "scp 3999 has won", "scp 3999 has lost" refers to how Dr. Talloran was both 3999 and Talloran, and 3999 was both Talloran and 3999, and that 3999 won by finishing Talloran's story, while Talloran won by killing 3999, and Talloran lost by being unable to free himself and contain 39999 without losing his life, and 3999 lost by not truly finishing Talloran's story to how it wanted and losing the ability to create anymore stories by dying. I am sorry for the essay, I was just really interested into how deep the rabbit hole of scp 3999 went.

Since scp lore is loose at best, this entry says that the scp universe is a bubble universe that scp 3999(The author) created. He made the universe and scps by writing about them, and eventually bonds with Dr. Talloran by obsessing over him, and keeps changing reality by starting stories and deleting them. Talloran gets access to 3999's reality changing powers through bonding with it and uses that power to confront and kill 3999 in 3999's universe with the help of other scps( moving statue scp 173, immortal lizard scp 682) and this kills them both and stops 3999 from altering reality in the scp universe anymore. 3999 wins by finishing Talloran's story but loses by not finishing it in the way it wanted to and not being able to change the scp universe due to dying. Talloran wins by defeating 3999 and stopping its influence but loses by not getting free from its influence before dying. I now see that my TL;DR is still quite long so sorry.

At the beginning tolerant had to be tortured so he could make it so he was the host which led to him committing which killed 3999 bc 3999 needs a host

He had such huge amounts of stress and had to put something out as his last thing for us readers. He had become obsessed with attempting to write his last work to the wiki. This thing can be put as Researcher Talloran being put through torture for 3 milllion years or whatever it was) There is also a part where we hear that Talloran and a few other creatures rise up from the ground near this person in a bed who is awake and shout at him, why did you put us through such endless torture? ( (Don't remember the exact thing Talloran said in the article) This refers to all the different iterations the article went through cause the author just didn't like what he had come up with. It is also a reference to what happened just before the author finished the article. He witnessed this in his sleep Paralysis and after seeing it and waking up fully, he wrote the entire Article right away.
And Now I'm talking, like I did before, about the hidden meaning with the text, there are clues spread throughout like the ones I just stated.
SCP-3999 are us the readers and our constant need to read and see these articiles and tales because we love them. This was also "torturing" the author atleast from all the immense stress the author felt in his perspective, for a long time until he finally managed to finish it.
Since we see that SCP-3999 had a specific interest just for Talloran for more than 3 million years. And we, as the readers of this SCP fiction, have a strong and specific interest for all the articles and tales. I for one can't wait for new SCP videos and I just want to get more and watch them all the time..

Turned out the vaccine wasn't required. Unfortunately it also turned out that we have a bunch of sociopathic leaders that literally used the desperately needed life/home/business saving stimulus as a bargaining chip to get what they wanted, causing it's release to be delayed for several months, and causing millions of extra citizens to suffer needlessly.

maybe inside its a very simple scp that can indeed change reality but relies on some factors to do so, such as its bonded victim being in the process of dying? hence why he felt like it had been 3 million years, the scp slowly dragged out his death from lack of oxygen until he died even beyond what the entity could change, but the scp knew when he died, so would it.

About 4 months ago I started to get into SCPs and I just happened to stumble upon the 4 horseman of RUclips SCP animation; Dr. Bob, SCP animated, SCP explained and The Rubber. All 4 channels are well made, well researched, have really quick turn around on video production and all can cover the same SCP but in different ways

A person can have hallucinations so vivid the are convinced it’s reality and that itself is part of our perception how much of what we know and see is true, let alone know if anything we see or know exists? For all I know I could be the only thing that exists in the universe. When all that gets brought into question, the questions of God and the Devil are more plausible. the channel does do a good job to convey an entry into a video media, by making up non canon stories. but it's clear the people who run this channel have a great grasp of the scp they are talking about, because the interaction of the scp onside the stories fit the idea behind the scp

Scp 3999 is the perennial writers problem of having too many ideas for a character you just can't let go of. It chose to fixate on Researcher Talloran, devising an infinite amount of tortures for the man.
But none of them satisfied it. It just couldn't get them to work in its eyes. Or whatever it had that could pass for them.
But it kept at it, trying to jam this human shaped peg into every hole it could imagine. Torture his family, make his dreams come true, make him reviled, make him beloved. Every redaction and strikeout being it giving up on the idea and trying another.
In all likelihood, the way Talloran was able to regain control of reality and terminate 3999 was because, at the end of the day, he was the most important thing in its reality. He was the beings sole, single minded obsession, the center of everything that it made happen, until it was driven mad itself, and Talloran took over.
Whatever SCP-3999 was, it doesn't matter. SCP-3999 never mattered. All that mattered at the end of the day was Foundation Researcher James Talloran.
The fact that a reality bender was almost contained by: A recursive joke; A melon; A gravestone of either a novelist or a member of the O-5 Council; and a roach motel, truly show the power of the roach motel.
The ability of the narrator to read this insanity with a straight face and a calm voice is astounding.
Talloran is one of the biggest badasses in the SCP Universe. He dealt with unimaginable torture for 3 million years, all the while still trying to find a way to stop 3999, and only killed himself when he realized that it was the only way to defeat it.

I think towards the end researcher Tallorand was becoming another instance of SCP-3999. I think it did it because it was try to reproduce, but it failed at crushing his essential humanity before his reality warping powers started to kick in.

Fuck, I hadn't worked on this in literally weeks.
So, you see, this started out as a story about things gradually disappearing, and gradually reality was blinking out one thing at a time. At first, Talloran would notice that no one around could remember certain researchers, then the country of Belgium, then a mug on his desk. Eventually the toes on his foot would vanish one by one, then Montana, and then the stars would start winking out. Windows would disappear before his eyes, Branches would disappear from trees. He would look down at his hands to find only two fingers and a thumb. Everything would vanish until he was a nearly limbless torso stuck in the last containment cell in the universe, typing the last of the article with a vanishing keyboard. Then his eyes, computer, and last remaining finger would vanish and he would be an eyeless, earless, noseless, mouthless, limbless, naked torso. Then the containment cell would vanish and the universe would wink out.
That only sort of happened.
I wasn't really sure how to pull the concept off.
So I turned to a new idea. Somebody suggested a twist on SIDS, so I did SIDS as an antimemetic birth defect that made parents perceive their kids were always facing backwards. And I also incorporated somebody else's idea of a computer program that was calculating ridiculously large primes that also made you develop a numerology-exhibitionism fetish. So, I combined the two. Maybe survivors of this birth defect also developed the fetish. Researcher Talloran was the lead researcher on the project.
I couldn't make it work.
So the next thing I had was an alternate, memetic version of a classical music album that made people who live in the Central Pennsylvania region hate and grow obsessed everything I had ever created for the Foundation, even the deleted things, and the things that never made it to the main list of objects. Researcher Talloran was the first staff member to be killed by the meme-ified maniacs.
It was really, really stupid.
But I couldn't get Researcher Talloran out of my head.
For weeks and weeks he just sort of stayed there, silently judging me. I would think about him during work, when I was supposed to be teaching small children to tap dance. I would think about him during school, and would spend psychology classes trying to think of a scenario to put him in.
I kept trying and trying.
I was fast running out of time for anything of note to happen.
Finally, something happened to me.
At 1:00 in the morning on March 24, 2017, something happened to me. I woke from a light slumber to find I couldn't move at all, I could barely even open my eyes. I couldn't even breathe and found myself struggling to get the muscles working that would keep me alive. I laid there on my bed for what felt like hours and hours of pain, as my muscles began to cramp and twitch.
Then James Martin Talloran, Level 3 Researcher, rose up like the devil at the foot of my bed. He was this incomprehensible dark shape, but somehow I recognized him instantly. He stared at me with these horrible glowing eyes and just laughed and laughed at my condition. I wet the bed at that point. Then, from his labcoat, he pulled out a giant, gleaming, curved dagger. It was glinting oddly in the moonlight. As I watched, he stuck the dagger in his mouth and sliced horizontally. His lower jaw fell to the floor, despite the impossibility of the cut being that powerful. What remained of his mouth dripped blood and his tongue flopped weirdly in the red waterfalls.
Like a whistle beckoning dogs, this was a cue for all the terrors of the world to come pouring out of every nook and cranny to join Talloran there. It was all the nightmares I had spent a better part of a year immersed in. Sliced presidents, unstoppable lizards, clockwork people, eye pods, deer gods, moving statues, old men both good and bad. All standing silently, a crowd of horror. They looked contemptuously at me lying, unmoving, in my piss and shit stained bed. "Why would you bother your time with us? In the grand scheme of things we are ultimately nothing. Idiotic horror creations. You have so much more you could be than a creator of garbage like us. Be somebody!", I seemed to hear them say.
As they stared, one of them, a rotting corpse thing, patted Talloran on the shoulder. He took the dagger stained in his own blood and leaned over me. His red eyes stared into my soul and saw each and every bad thing I had ever done. I gulped, and, summoning every ounce of will I could muster into my muscles, made my lips move.
"Do it."
He plunged the dagger into my stomach, and ripped it sideways. My intestines spilled out onto the wooden floor like wet sponges. Researcher Talloran's grotesque maw dripped and spattered blood on my face as he leered over me and the whole collective abortion of creatures watched smugly.
I woke up. It was a dream.
And this is where you come in. I sat down and wrote this whole thing then and there. Had to. It felt right. It's currently been about two days since that nightmare, and I'm only just finishing up. This is the ultimate end. This is the restoration of things. I don't know whether I can continue from here. I don't know whether I will.
The Eleven Day Empire melted me, and I submitted. You watched me submit from the moment I joined the Foundation community.
SCP-3999 has won.
SCP-3999 has lost.
The dude who wrote this story said that it's actually about the legit SCP website, it's community, and by extension of that, all of us.
He said it was his final story before leaving the site, and that he needed a break. He even implied that it was an autobiography of sorts. You can go to the legit website and see his comments on it.
