Everyone is misunderstanding Loki's reveal of fake flashback. The only thing fake in that flashback is that Mansoor is looking at his nephew as a mass hero, not as a bloody killer. Just think about it, even in the climax 150 men fight, Parthi's body movements were realistic, but in the flashback he literally airbended to defeat 5 police officers. This is an exaggerated perspective of his uncle. Also, why did Mansoor, who gave proper introduction about Anthony Das and Harold Das, skipped that part of Leo. Only the last day of Leo was shown. This is bacause he doesn't want to reveal how much of a violent, blood-thirsty criminal Leo was. These two points are the only things that are fake in the flashback. The events are all true. Gaby was killed by Anthony, no doubt. Anthony did this to incite an emotional response from Parthi to catch Leo. But Parthi was prepared. He intimidates Gabi in the cafe because of his habit. Gabi is much like a much more loyal version of Fredo in Godfather(without someone like Leo on his top, he won't be able to think for himself). He would never kill Gabi, as Leo would only kill people who are bad for his business and Parthiban would only kill people who won't let him and his family in peace. Afterall, dealing Gabi is no big deal. Parthi could simply paint him as a fanatic infront of his family. It's as simple as that. Also, Leo is staunchly against human sacrifices, because unlike Anthony, he has a full-fledged business angle to his crimes. Also, he is not the one to sabotage people above him to gain power (like Harold, if you re-watch the film or give some thought, you'll find this thing). So in short Leo was a bloody criminal, but a different breed from his father and uncle and Parthi now is a good man, who may have violence in him, but would only stay neutral. He won't easily join the Vikram gang, because that too is a risk. So the strongest character in LCU won't be taking sides any quicker, and thus Rolex would be the strongest villain in the universe. Note: This is a comment I already posted for another video. This explains it all, that's why I copy pasted. Now, I'm not 100% sure, but this is a serious decoding.

And later that is why he killed Anthony and Harold and made them realise that he too does not prefer family and relationships when they do not value that.
