One of the conditions or privileges was on immigration where people from the peninsula and Sarawak cannot be "citizen" of Sabah. The same with Sarawak. Up to 1980s Malaysians from the peninsula need passport to enter Sarawak and Sabah, can only stay for 14 days. To stay longer, they need special permission i.e for government servants. Now they don't need passport, just produce their I.C and fill in entry form.
