The helmets are still the WW 1 model, the officers and soldiers facing the camera don’t have the mandatory “Reichsadler” - eagle and swastika on their uniforms. The first model of the WW 2 model was designated the model of 1935. The Nazis came to Power 1933. The changes - new helmet, “Reichsadler”/ swastika on the right side of the uniform chest - did not happen all at once. Therefore the picture might very well show the Weimar Republic “Reichswehr” or the intérim period before the changes in uniform regulations implemented and the “Reichswehr” became “Wehrmacht”
