Pepper spray is a restricted item. Officially, it's a firearm by virtue of Section 5, Firearms Act 1968.

I am aware that steps are being taken, within the police, to find an incapacitant spray that does not contain CS gas. The Firearms Act 1968 also classifies any device or gun capable of discharging a noxious liquid or gas as a firearm.
Editing is a bit suspicious in this one. Pepper spray is classed as a fire arm so if you get caught with that it's the same as having a loaded gun.
