How would using a drone zapper be legal with respect to The Air Navigation Order 2016 "A person must not recklessly or negligently act in a manner likely to endanger an aircraft"?

Simon, the guy on the phone didn’t want to come down and engage with the drone operator because he knew full well he would be called out as being a cretin. Well the pigeons came home to roost on this occasion, as they always do eventually with those who flout the law.He knew perfectly well he was talking utter tosh/drivel as to the law appertains to sub 250 gram drones flown from a public place or to which the public are allowed on payment or otherwise. However even so he just went along the easiest route and said “not allowed” etc.
@S.TradesThe term is Radio Jammer. A device that overpowers the drone electronics, causing it to crash. In use by most military units around the globe. Doubt if the guy was speaking the truth though.
