They are arriving ahead of a Conference on violence against children [mostly sexual] which is rampant in the country--but has nothing to do with online threats to children, only 33% of Colombian children have access to the internet. I don't think this invitation was random, I think MM was looking to align herself with Black women political activists and "networked"/wrangled her way into an invitation.
