There's no Bible verse that talks about praying silently.. that means there is nothing like praying silently.
Jesus said "when you pray say" that means your mouth speaking. Not silently.
So you don't pray silently unless you are "meditating" meditation is in three levels. Pondering in your mind, speaking understand your voice, and shout.
And there are moments where you pray by speaking under your voice like Hannah in the Bible.. her prayer was from her heart and her lips were moving. That's speaking under your voice. At that moment you are speaking something but can't he heard audibly.
