When I got the World Record on 1-1 with a twist x5 I used an easy time save that might help you to avoid getting a time out. At 12:08 you can skip jumping on the bricks, and jump over the lower brick, and onto the firebar on the ground instead. From there you jump over the firebar on the track and continue normally. It saves quite a lot of time over the 5 laps.

There's something off about the audio (aside from occasional audio commentary since Ryu's voice seems unaffected). Like all the game audio sounds like it's a semi tone higher than what it usually is. Now there's a warbling effect now that the time limit is almost up

Out of all the hazards in that 1-1 level, the only thing that stopped Ryu was the timer.
