Autumn and spring (5-25C)are the best season for propagating. You don't need to wait after flowering. I peeled some outer scales for propagating while I planted the bulb. As long as you don't take away too many scales, it would affect the blooming of the bulbs.
Some varieties of lilies need to have a cold period to rebloom. Some needn't, such as Longiflorum Lilies, LA Hybrids. I removed the scales only for propagating purpose, if you don't need more baby bulbs, you don't need to scale them. Just remove some bad scales and plant it.
