Majority of Canadians don't speak French unless you live in Montreal or Quebec or work in the government sector. You seem to have a false impression of what languages Canadians speak. I live in Canada and I don't speak French at all. While most Canadians grew up learning French but it's not commonly used, especially in the job market where 90% of the jobs don't require you to speak French. Also, most Canadians can choose to stop learning French after grade 9 as it's not mandatory to take it anymore so people usually stop learning after grade 9 (especially the younger generation now). Without practice and using the language, I wouldn't say majority of Canadians can speak French. Meanwhile I can speak English and Cantonese fluently because I took Chinese class in school and I speak both languages on a daily basis. Plus there's also tons of jobs in Canada that require bilingual in English and Chinese. I would say it's more accurate to say majority of Canadians can speak more than 2 languages as Canada is a multicultural country with many immigrants from all over the world. Many people who live in Canada can speak English as well as 2-3 other languages.
