Before the game came out, I thought she was just going to be a fanservice character, but when I played it, I was surprised by how three dimensional she was. She's absolutely one of my favorites from this game.
IIRC it doesn't outright say they get married, but it's more heavily inferred. Also, in both English and Japanese, Dorothea has a special epilogue title when paired with Petra. The only other times she gets that title is when she is very strongly outright stated to be in a loving marriage with that person.

Somewhat. She wants a life of security &/or privilege as she grew up on the streets & suffered from stuck up nobles & spiteful people in general. She got a break with her singing talent & beauty but she knows that won't last forever She won't go with just anyone though as she wants that good life with someone she actually likes
She grew up an orphan on the streets, so yeah she is somewhat. Her character evolves as time goes on though like most others, through her interactions in supports with others. At the end of the day She's looking for love, but she'd prefer it with financial security just like anyone else. It's not the end all for her though. She wants to be taken care of into old age by the one she loves at the end of the day, regardless of if she still has her beauty or not.
