The odd ROY outcomes are because the draft class likely has the 'number of years in the league' data set to 1 year for the rookies. If you go into edit a player, go to vitals, and then scroll down to this option. My guess is most of the rookie class came in set to 1 year in the league which makes them ineligible for ROY. The remaining rookies(usually sub par players) are now the only players who are eligible.
