The reason Viktor left Jayce like that in episode 2 is because he saw the plans for the hextech weapon he made for Caitlyn when he took Sky's book off the table. Jayce promised Viktor that he would never make a hextech weapon again (a very subtle detail they show us from Viktor's perspective) Now, looking back to Episode 1, in the last scene where Jayce places the hextech crystal in Caitlyn's new weapon, we see a disturbed look on Viktor's face. It's like he felt it.
Would he even need to? Isnt he connected to hextech? He would just feel when its being used to harm others no? He also used his pwn life force to heal that dude, basically doing the complete opposite of what Jayce is doing with it.

Not really sure if smeech is a yordle or vastayan, but yordles are basically bundles of energy so if they are killed they just respawn back in Bandle City, not sure if they have issues about memories etc. after revival though. If Smeech is Vastayan then he a ded 🐁.

He would help those in need by augmenting their deformities, disabilities, and even did brain surgery by modifying them with tech. He kinda became obsessed with that, calling it the "Glorious Evolution" which kinda became a whole religion. Viktor here seems to be moving towards the same thing but instead of plain tech, he is using magic-metal stuff. Another note: Over the years, Viktor's character in the lore was far from consitent. He's good guy one story, a bad guy in another, and mix between the two in most which was a mess so its nice to see him being written so well in Arcane.
I just want to appreciate the fact that whenever Viktor speaks, there’s like a distortion to it. In the beginning after he wakes up, when he says “What am I?” It’s first introduced. Whenever he first speaks to Jayce, it’s Viktor talking but then as he continues on leading up to the final scene, it’s the distorted voice taking over, basically meaning we’re losing Viktor (which if that’s the case I’m not ready for).
I dont think the victor arc is going were we think. The arcane acts more like a disease, i think its just using victor by showing him visions of sky so that it can spread to more individuals. Hes probably not saving them like he thinks rather hes infecting them with the arcane. We already saw in season 1 that the hexcore can control victor when he tried to destroy it.
To be fair, it does set up for the Glorious Evolution perfectly though. Either the Arcane is actually bad and it's revealed later down the line, and Viktor goes full Glorious Evolution in rage to combat it. Or the Arcane is honestly good, but Jayce or someone else does something that ruins it or twists it, maybe even forcibly removing it from Viktor and in an act of desperation to return to this saviour-like state, Viktor ends up starting the Glorious Evolution.
Maybe the Arcane is simply trying to do its own form of good, by "fixing" everything it can fix, whether you want it or not. I don't think it is evil in the sense of having some grand scheme to consume and control everything, it's more like it tries too hard to help and it's too powerful to be stopped, so it does "good" against your will.

And like any other organism it does that by spreading/multiplying. It’s not actively malicious or evil but if Jayce for example were to try and shut it down it would fight back.
About the healing thing.. in the trailer that area hes at is more developed. so im guessing hes going to build something that will do faster healing... his intentions are good but is this thing really good? I feel its just showing sky to control him.
i think it's obvious they don't, and they didn't say they played league, arcane is not only for league players to watch, it's for all, and that's why it's so good, the only advantage we players have is that we get things easily because of the in game lore and so it's easy for us to understand and grasp the narrative, for them it's the first time they have heard of the name heimerdinger...
Except anyone that actually takes the time to learn of Viktor knows that he's got two sides to him. The side we see on full display in the games, and the side he shows to his followers that come to him for healing... He's got a literal cult around him of people and creatures whose lives his Glorious Evolution saved or massively improved, and they certainly consider him ''the saviour''
