What if it is just part of the breed…like Great Pyrenees? They bark because they are preemptively warding off evil doers (especially at dusk and dawn).

And you can help your neighbors teach their dogs not to bark by making a video of it and calling it in every time they neglect them and leave them barking. True story. NO ONE enjoys hearing a dog bark.
