He gets pumped up when fighting strong opponents, or more specifically (from what was shown at least), getting damaged. Getting pumped up also doesn't increase his speed. It makes no sense for him to get pumped up fighting regular people and even if it did, it wouldn't really affect his time to finish. Now let's ignore all of that and say the scenario you're thinking of will happen... Flashy still moves FASTER than light.

No garou was in the same timeline people get that confused but it’s the same timeline. remember, garou sent saitama BACK in time, not to another timeline because then saitama wouldn’t have combined together with his alternate/past self because it is a parallel universe. Parallel universes often have different sets of scenarios compared to the other universe. Just wanted to clarify that mistake up.

For people who haven’t watched/read/knows little to nothing about opm they would probably be confused as to why a b class is so high up there considering there are higher classes with slower time. Also if saitama truly punched as hard as he possibly could into the ground, he could probably create a crater like a 10th the size of Earth at a minimum.
