I have a feeling that Point 783 introduced the idea that IF the Mysterons know that Scarlet is coming then they are able to compensate for his sixth sense.
Admittedly I haven't watched this one for a while, but I was surprised to hear you didn't rate this much. By my recollection, it's one of the standout episodes. Perhaps you're right when you say that aspects of the story don't stand up to scrutiny. The show mostly gets away with it due to it being played so earnestly by the voice actors and of course the feature-quality model effects, as pointed out by this week's agent. Although, having said that, this episode has a glaring VFX error in the form of a giant hand helping the bridge to collapse! A new Mysteron power? 😂

I must have missed the hand!
I was surprised by how underwhelming I found it this time round because I did remember it as one of the good ones.
Contrived faux drama. That's the biggest issue in the show. Elaborate, unwieldy, over complicated thing goes wrong. Again.
To be fair Thunderbirds also has that problem. At least with Captain Scarlet you have Mysteron sabotage to explain why things keep going wrong.
