Honestly - the UK is super backwards when it comes to housing - you are right to initially be confused. There are still coin meters everywhere for flats/apartments, but that just scratches the surface - first world country with third world housing.
Ppl staying in flats with meters can't always be trusted for a massive quarterly electric bill
