Im sorry but if u press fear in 1v1 vs equal gear chanter you're just admitting to being garbage. SM can already 100% win chanter if they know what they're doing without pressing fear a single time. They have enough other CC to do just fine without fear. But ofc, that requires skill, which 99.99% of the SM don't have since they picked the class to be class carried, not to challenge themselves. Fear is normal sm skill, if you have a problem with it just don't go vs sm. Sm's don't tell other classes don't stumble or heal or sleep or stun.
