I hate to be *that* guy, but the first EX Luffy didn't have any real pity via banners. You had to buy tickets, and through the specific items you got from using them, you'd be able to buy his fragments in the event shop. In total he costed around $1,500 (somewhere around there) to just unlock.

When I'm summoning on a banner I like to use the 0-2 point system, so basically anything that shows up gold is 2 points along with 32 grove and 2 Strawhats, Anything Red is 1 Point including 27 grove and Nothing is 0 points including 14 grove, I've never seen only one Strawhat per multi that's why they aren't mentioned again. Also Usually in My cases if the point total is 9 so basically everything is gold then you're Most Likely getting a Featured Unit 8 can also but it can also be a Legendary Bounty Festival In addition to that if Bubbles show up on the Multi its an additional 1 point to the Multi.
